Death Penalty/Special Election; provides for publication of notice & for procedures re special election to be held on 09/01/1998, pursuant to Section 5 of Article XI of State Constitution, for approval or rejection by electors of Florida of joint resolution amending Section 17 of Article I of State Constitution re death penalty & interpretation of term "cruel or unusual punishment"; provides for publication of notice & for procedures.
Effective Date: Upon becoming law if passed by 3/4ths vote of membership of each house of Legislature
