Education; deletes obsolete language re release of lottery funds to school districts; revises provisions re membership of school advisory councils; amends provision re school improvement & education accountability; provides that State University System initial teacher preparation programs shall include optional teacher field experience in schools located in socially & economically disadvantaged areas, etc. Amends Chs. 24, 229, 231, 240.
