Appropriations Implementing Bill; implements 1998-99 General Appropriations Act in area of transportation & economic development; authorizes appropriation of funds from Public Access Data Systems TF for operations of Dept. of State; authorizes loan from Toll Facilities Revolving TF to St. Lucie County Expressway Authority for purposes re revenue-producing road projects; authorizes DOT to sell certain property utilized by HSMV, etc. Amends FS.
