Postsecondary Education; revises provisions re contracts which university presidents are empowered to approve & execute; includes contracts for lease of personal property within such contracts; increases threshold amount of such contracts; requires compliance with Consultants' Competitive Negotiation Act for procurement of professional services; requires approval by Legislature of certain agreements entered into by university direct-support organizations, etc. Amends Ch. 240.
