Beverage Law; allows vendor-to-vendor sales; establishes limits; provides exemption from alcoholic beverage surcharge; requires maintenance of certain records; provides for administrative sanctions to be imposed for recordkeeping violations; provides for direct shipping of limited amount of wine from out of state to certain residents of this state; requires shippers to have out-of-state shipper's license, etc. Amends 561.14,.54,.545; creates 561.595.
