Water & Wastewater Utilities/Rates; provides for county governing bodies to approve or disapprove changes in water & wastewater utility rates; requires PSC to notify county governing body of certain proposed changes in water & wastewater utility rates; provides that such changes may not be implemented without approval of county governing body; removes exclusive authority of commission re said rates. Amends 125.01, 367.081,.011.
