Developmental Disabilities; revises criteria for placement of clients; provides for licensure of facilities as intermediate care facilities for developmentally disabled; deletes legislative recognition of deinstitutionalization; revises conditions for appointment of guardian advocate; repeals provisions which provide legislative findings & provide for licensure of facilities under Intermediate Care Facility for Developmentally Disabled Program, etc. Amends Ch. 393.
