Health Maintenance Organizations; establishes exclusive liability of health maintenance organizations; provides additional criteria for certain provider contracts; specifies additional practices as unfair methods of competition or unfair or deceptive acts or practices; authorizes civil actions against HMOs by certain persons under certain circumstances; prohibits punitive damages under certain circumstances, etc. Amends 440.11, 641.28,.315,.3903,.3917. APPROPRIATION: $112,000.
