Alcohol/Substance Abuse Treatment; clarifies provisions that specify ratio of local matching funds required to support certain state-funded community alcohol & substance abuse treatment programs if required level of local funding is not provided in General Appropriations Act or in bill implementing General Appropriations Act. Amends 394.76.
