PSC Report on Status of Competition; accepts, acknowledges, & approves findings of Florida Public Service Commission's December 1997 Report on Status of Competition & concludes that adequate & meaningful competition does not exist in telecommuncations exchange areas in this state & therefore existing price caps in such areas shall remain in effect until such time that Legislature determines conditions exist to contrary.
