Death Penalty/Execution Method; constitutional amendment to authorize death penalty; requires construction of "cruel or unusual" & "cruel & unusual" punishment to conform to U.S. Supreme Court's interpretation of Eighth Amendment; authorizes execution methods not specifically prohibited by U.S. Supreme Court; allows retroactive application of execution methods; prohibits reduction of death sentence based on invalidity of execution method; provides applicability. Amends s. 17, Art. I.
