Death Penalty/Execution Method; constitutional amendment to preserve death penalty, & permit any execution method unless prohibited by Federal Constitution; requires construction of prohibition against cruel and/or unusual punishment to conform to US Supreme Court interpretation of Eighth Amendment; prohibits reduction of death sentence based on invalidity of execution method, & provides for continued force of sentence, etc. Amends s. 17, Art.
