JOINT RESOLUTION by Burt ; (CO-INTRODUCERS) Dudley
Excessive Punishments; constitutional amendment to require that for punishment to be prohibited it must be both cruel & unusual rather than either cruel or unusual & to provide that such prohibition is to be construed in conformity with same prohibition found in U.S. Constitution & that method of executing death penalty is not penalty or punishment. Amends s. 17, Art. I.
