Schools/Truancy; defines habitual truant; amends procedures that must be followed in determining annual allocation to each school district for operation; requires average daily attendance of student membership in each program to be calculated by school & by district; requires average daily attendance to be used as sole basis for determining base student allocation. Amends 229.8345, 236.081.
