Operation of Cardrooms; revises standards on when cardrooms may be operated & amount of bets allowable for each round, hand, or game; authorizes facilities to award prizes; redefines terms "authorized games" & "net proceeds"; abolishes certain admission taxes; revises amount of cardroom receipts that must be used to supplement greyhound & jai alai purses. Amends 849.086.
