Solid-Waste-Management; requires local governments providing solid-waste-management services to be subject to same requirements as private companies; provides for applicability of Fla. Antitrust Act; provides procedures for displacement of private solid-waste-management companies; provides definition & exclusions; provides for disposition of solid-waste franchises or contracts in areas that are annexed. Amends 171.062.
