Pawnbrokers; provides additional eligibility requirements for licensure; requires electronic recordkeeping & transactions transfer; requires notification of transactions to law enforcement agencies under certain circumstances; requires pawnbrokers to install video surveillance equipment; requires pawnbroker to convey certain goods to claimant under certain circumstances, etc. Amends 539.001.
