Health Insurance/Point of Service; authorizes point of service coverage under arrangements between health insurers & HMOs; establishes subscriber's bill of rights to serve as standards for certain purposes; requires dept. to specify new rates or rate schedules for HMOs under certain circumstances; requires certain notice to group member subscribers prior to effective date of cancellation or termination of group health maintenance contract, etc. Amends Chs. 627, 641.
