Developmental Disabilities; redefines term "intermediate care facility for developmentally disabled" & "residential habilitation center"; defines term "least restrictive" re placements of persons with said disabilities; requires unannounced monthly inspections & reviews of residential facilities & comprehensive transitional education programs; provides for annual plan for implementation of treatment programs, etc. Amends Ch. 393, 92.53, 914.16,.17, 918.16.
