State Group Insurance Program; clarifies provisions re operation of State Group Insurance Div.; exempts director & assistant director from Career Service System; clarifies requirements for contracting with HMOs; provides for establishment of certain comprehensive package of insurance benefits; provides coverage in state group health insurance plan for legislative members & employees, etc. Amends Ch. 110, 20.22, 121.025, 215.94.
