Management Services Dept.; revises organizational structure of dept. re labor organizations; increases cap on meritorious service awards; provides uniform appraisal system for employees & positions in Selected Exempt Service; exempts certain leases from competitive bidding process; authorizes DMS to acquire state agency law enforcement radio system; repeals s. 59(4) of SB2502, enacted in 1999 Regular Session of Legislature, re performance measures for PSC, etc. Amends FS.
