Library District; provides for codification of special laws re special districts pursuant to specific provision re said district; provides legislative findings & intent; ratifies & confirms creation & establishment of said district; clarifies powers re debt secured by non-ad valorem revenues; ratifies appointments & terms of existing members of said library Board of Trustees; deletes obsolete provisions, etc.
