Professional Teaching Fellowship Act; provides intent to demonstrate benefits of program to prepare new teachers & to provide certain professional development activities to support them; provides for recruitment of persons to participate in fellowship program by means of forgivable loans; provides for selection of certain postsecondary education institutions to participate in program; creates not-for-profit organization to be administratively assigned to Governor's Exec. Ofc., etc.
