Greenways & Trails; provides acreage requirements for horse park-agricultural center; repeals certain provision re Fla. Greenways Coordinating Council; clarifies legislative intent; creates Fla. Greenways & Trails Council within DEP; provides for appointment, membership, powers, & duties; deletes reference to Fla. Recreational Trails Council; revises powers of DEP; directs DEP & Agric. & Consumer Services Dept. to provide report, etc. Amends Chs. 253, 260, 288.
