Local Govt./Tax Certificates & Deeds; authorizes counties to sell properties when they are of insufficient size & shape to be issued permits or are valued less than specified amount; reduces time before which tax certificates become void; reduces time within which holder of tax certificate other than county may apply for tax deed & within which land escheats to county; provides time in which county must apply for tax deed; provides applicability, etc. Amends 125.35, 197.482,.502,.592.
