Workers' Compensation; defines term "net direct written premium"; revises method of calculating payments to Special Disability Trust Fund; revises method of determining expenses of administration; revises requirements for reports of information by workers' compensation insurers; creates Workers' Compensation Rating Law Study Commission; requires commission to make study & recommendations, etc. Amends 440.02,.49,.51, 627.914. APPROPRIATION: $100,000.
