Agric. & Consumer Services Dept.; amends provisions re registration of brands of antifreeze distributed in state to provide that registrant assumes responsibility for product's quality; provides for measures to ensure only Fla. agricultural products are marketed under logos of Fla. Agricultural Promotional Campaign; establishes a citrus canker-free buffer zone; clarifies provisions re home solicitation sale & buyer's right to cancel, etc. Amends FS.
