Tobacco Settlement Clearing TF; creates Banking & Finance Dept. Tobacco Settlement Clearing TF; provides for sources of moneys; provides for exemption from various service charges; provides purposes, investment of such moneys, & disbursement of funds to tobacco settlement trust funds of various agencies; provides for reversion of funds to Lawton Chiles Endowment Fund for Children & Elders; proclaims that trust fund is exempt from constitutional termination. Creates 17.41.
