Unemployment Compensation; directs Unemployment Compensation Div. to reduce employers' tax rates for year 2000; provides exceptions; provides reduced initial tax rate for certain employers for year 2000; clarifies provisions re disqualification for benefits; provides temporary increase in maximum weekly & yearly benefit amounts for unemployment compensation benefits for specified period, etc. Amends 443.101,.111,.231.
