University Student Governments; defines "consultation" for purposes of establishing student fees; provides requirements re recommendations of fee committees; requires establishment of student government at each state university; authorizes each student government to adopt certain internal procedures; amends specified provision re establishment of educational research centers for child development, etc. Amends 240.235,.295,.531; creates 240.236; repeals 240.136.
