Professions & Occupations Regulation; provides criteria for evaluating proposals for new regulation of profession or occupation based on effect of such regulation on job creation or retention; provides rulemaking authority to DBPR for regulation of any profession under its jurisdiction which does not have regulatory board; provides classification of disciplinary actions by DBPR as active or inactive; clarifies continuing education requirements, etc. Amends FS.
