Death Penalty Appeals Reform Act; creates "Death Penalty Appeals Reform Act of 1999"; amends provision re capital collateral regional counsels; amends provision re access to prisoners & compliance by capital collateral regional counsel with Fla. Rules of Criminal Procedure; amends provision re terms & conditions of appointment of attorneys as counsel in postconviction capital collateral proceedings, etc. Amends FS.
Effective Date: 07/01/1999 except as otherwise provided
