H. Lee Moffitt Cancer Center; exempts corporation that operates H. Lee Moffitt Cancer Center & Research Institute from participation in certain budgetary constraints & property insurance trust funds; prescribes powers & duties of center director; provides for resolution of disputes between center & other entities in State University System; deletes power of Board of Regents to appoint members of council of scientific advisers. Amends 240.512.
