Medical Negligence Actions; provides requirements for expert witness testimony in actions based on medical negligence; provides requirements re notice before filing action for medical malpractice; regulates unsworn statements of treating physicians; revises language re voluntary binding arbitration of medical malpractice claims; provides for treble damages & attorney fees for improper disclosure of confidential information, etc. Amends 766.102,.106,.207, 455.651.,667.
