Maritime & International Trade; requires certain ports to identify certain spoil disposal sites; requires such ports to prepare comprehensive master plans; exempts certain ports from paying fees for activities involving use of sovereign lands; provides that International Trade Data Resource & Research Center shall be incorporated as private nonprofit corporation; establishes Fla. Trade Council & provides membership, powers, & duties, etc. Amends FS.
