Commissioner of Education; clarifies location of commissioner's office; provides for application to State Board of Education for waiver of school code; provides for waiver approval by said board; provides that State Board of Education may accept or decline gifts on behalf of public education system; provides that Commissioner of Education is chief educational officer of state for elementary & secondary education, etc. Amends Chs. 20, 228, 229, 240.
