Assistance for Legal Immigrants; provides for certain children who are ineligible under Medicaid & Title XXI to be enrolled in Florida Kidcare & to receive state funds; provides for state-only payment for Medical Assistance Program for certain immigrants; redefines terms "qualified noncitizen" & "nonqualified noncitizen"; provides for state food stamp program for certain needy legal immigrants. Amends 409.814, 414.095,.31; creates 409.9041.
