Child Passenger Restraints; amends obsolete reference to Health & Rehabilitative Services Dept.; provides for primary enforcement of violations of child-restraint requirements; provides fine for such violations; requires proceeds of fine to be deposited into Brain & Spinal Cord Injury Rehabilitation Trust Fund & used as specified. Amends 316.613,.614, 318.18,.21.
