Minor/Approaching Vehicle/Soliciting; prohibits persons under age of 18 years from standing or approaching vehicles on any public street, highway, or road for purposes of soliciting, collecting from, or distributing to occupant of motor vehicle; provides that first-time violation results in warning & that subsequent violations will be cited as pedestrian violations; prohibits persons from directing person under age 15 to unlawfully stand or approach motor vehicles on road, etc. Amends FS.
