Developmental Disabilities; redefines "intermediate care facility for developmentally disabled" & "residential habilitation center"; defines "least restrictive" re placements of persons with said disabilities; requires periodic unannounced inspections & reviews of residential facilities & comprehensive transitional education programs; provides for annual plan for implementation of treatment programs; provides for recovery of damages, costs, & attorney's fees, etc. Amends FS.
