Florida Forever Program; creates Fla. Forever Act; provides project criteria for land acquisition under said program; authorizes alternate uses of acquired lands; requires higher priority for project if matching funds are available; requires adoption of management plan within specified period after acquisition of parcel under said program; revises criteria & eligibility for payments in lieu of taxes, etc. Amends FS.
