Local Government Comprehensive Plan; provides that limitation on frequency of amendments to local government's comprehensive plan does not apply to amendments necessary to establish public school concurrency; provides that all local government public school facilities elements within county shall be prepared & adopted on similar time schedule. Amends 163.3187.
