Eminent Domain; provides for written offer of settlement as part of prelitigation notice; provides jury must determine full compensation in eminent domain actions; provides for consideration of business damages, determination of compensation in inverse condemnation proceedings & consideration of mitigation by property owner; provides for mandatory nonbinding mediation prior to order of taking hearing, etc. Amends 73.0511,.071, 337.271; creates 74.0205,.042.
