Education; (THIS BILL COMBINES H751,753,755) revises provisions re authority of State Board of Education to enforce school improvement; requires private school opportunity scholarships to be provided to certain public school students; requires DOE to develop system to measure annual pupil progress; provides for identification of schools by performance grade category according to student & school performance data, etc. Amends FS.
