Space Transportation Planning Act; exempts certain spaceports from provision of law re approval of airport sites & licensing of airports; revises boundaries of spaceport territory; provides for spaceport facility loan guarantee program; revises provision of law governing transportation planning to include reference to spaceport master plans; includes reference to spaceports & aerospace development re MPOs; creates sales tax exemption for people mover systems, etc. Amends FS.
Effective Date: 7/1/1999 07/01/1999 except as otherwise provided
