Florida Affordable College Trust; creates said trust; provides duties of State Treasurer re trust; requires certain responsibilities re investments; precludes agreements with trust from providing guarantees re admissions & levels of payment to certain institutions; authorizes direct-support organization; provides for transfer of certain assets & renegotiation of contracts under Fla. Prepaid College Program, etc. Amends 222.22, 240.552, 732.402; repeals 240.551.
