Court Watcher's Program; directs Office of Attorney General to assist court watchers' organization; defines term "court watcher"; provides for creation & incorporation of not-for-profit court watchers' organization entitled "Alliance for Constitutional & Ethical Court Watch Program"; provides for board of directors, hiring of employees, per diem & travel expenses, office space, funding, etc. APPROPRIATION.
