Elderly & Disabled Adults; defines term "position of trust & confidence"; prescribes civil remedies for theft for certain offenses in which victim is elderly person; provides construction; provides exclusion of certain civil liability; provides for continuation of such cause of action on death of such person; requires appointment of professional guardians on rotating basis under certain circumstances; provides criteria, etc. Amends 825.101, 772.11, 415.1051.
