State Regulation of Lands; provides requirements for rate determination; revises reporting requirements under Hazardous Materials Emergency Response & Community Right-to-Know Act; requires Enterprise Fla., Inc., to set aside each fiscal year certain appropriation amount for Quick Response Training Program for businesses located in brownfield area; requires Enterprise Fla., Inc., to develop comprehensive marketing strategies, etc. Amends FS.
