Solid Waste Collection Services; provides requirements for local governments providing said services in competition with private companies; provides remedies for such companies; prohibits local governments from displacing private waste collection companies under certain circumstances; provides for assumption of independent special district's service responsibilities in area that is within district's boundaries & that is annexed by municipality, etc. Amends FS.
